Career Consuls are professional diplomats who are part of the foreign service of their home country. They are appointed to consular positions as part of their diplomatic career path.
Honorary Consuls are typically local residents who serve their sending countries on a voluntary, part-time, and unpaid basis, while continuing in their primary professions. They may, but do not have to, hold the nationality of the country they represent.
The office of Honorary Consul is recognized under international law, and holders of this position are granted certain limited privileges and immunities.
The Liverpool Consular Corps provides a forum for the exchange of information, ideas, and experience, and encourages mutual support among its members. It aims to promote strong links with local and regional authorities and businesses.
Honorary Consuls provide permanent representation for their sending countries in regions where there is no full consulate. They play an important role in strengthening bilateral relations between the sending and host countries, particularly at local and regional level. Through their strong civic and professional connections within their consular districts, they help foster business, cultural, and community relationships.
Depending on the authority granted by their sending country, Honorary Consuls may also provide certain consular services, such as certifying documents, processing passport and identity card applications, and offering emergency assistance.
